Threat Condition Matrix


Inbound, LLC looks at the National Situation Report daily.  In addition, we look at utilization of resources in host site  geographical area to help determine where we are in the queue of deployable resources.  Finally, we look at weather  conditions and national planning level and then we establish a daily response level in accordance with the Threat Condition  matrix below.


1. Low Condition (Green). This condition is declared when there is a low risk of wildland fire.  Inbound takes the following  general measures to ensure readiness: Refining response plan and exercising as appropriate;Ensuring personnel receive proper training and are ready for deployment;Institutionalizing a process to assure that all facilities and personnel are regularly assessed for vulnerabilities to wildland fire preparedness, and all reasonable measures are taken to mitigate these vulnerabilities;Require essential personnel to check in bi-weekly.


2. Guarded Condition - Blue: This condition is declared when there is a general risk of wildland fire. In addition to the  Protective Measures taken in the previous Threat Condition, Inbound, LLC takes the following general measures in addition to  the agency required Protective Measures: Checking communications with designated emergency response or command locations;Reviewing and updating emergency response procedures; andProviding the employees with any information that would strengthen their ability to act quickly and appropriately;Require essential personnel to check in weekly.


3. Elevated Condition - Yellow: An Elevated Condition is declared when there is a significant risk of wildland fire. In  addition to the Protective Measures taken in the previous Threat Conditions, Inbound, LLC takes the following general  measures in addition to the agency required Protective Measures: Increasing surveillance of critical locations including using the National Situation Report and GACC Situation Reports;Coordinating emergency plans as appropriate with nearby jurisdictions if needed;Assessing whether the precise characteristics of the threat require the further refinement of preplanned Protective Measures; andImplementing, as appropriate, contingency and emergency response plans;Require essential personnel to check in every three days.


4. High Condition - Orange: A High Condition is declared when there is a high risk of wildland fire. In addition to the  Protective Measures taken in the previous Threat Conditions, Inbound, LLC takes the following measures: Coordinating necessary efforts with local response agencies;Preparing to execute contingency procedures, such as staging the workforce; andRequiring essential personnel to check in daily.


5. Severe Condition - Red: A Severe Condition reflects a severe risk of wildland fire. Under most circumstances, the  Protective Measures for a Severe Condition are not intended to be sustained for substantial periods of time. In addition to the  Protective Measures in the previous Threat Conditions, Inbound, LLC takes the following general measures in addition to the  agency required Protective Measures: Increasing or redirecting personnel to address critical emergency needs;Assigning emergency response personnel and pre-positioning and mobilizing specially trained teams or resources;Monitoring, redirecting, or constraining transportation systems; andPerform pre-dispatch inspections on all gear and personnel equipment.
